Officers and Committees

The elective officers of the Chapel shall consist of a

  • Chairperson,
  • vice-Chairperson,
  • assistant Chairperson nights, `
  • assistant Chairperson afternoons,
  • assistant Chairperson days,
  • assistant Chairperson College Park nights,
  • assistant Chairperson College Park days,
  • and a Secretary-Treasurer.

The term of office for the elected officers and committee members of the chapel shall be for a period of one year. Officers of the Chapel shall be regular situation holders.

The Chapel Chairperson shall be ex-officio, a member of all committees.

There shall be:

  1. A Laws Committee, consisting of three (3) members;
  2. A Safety and Sanitation Committee, consisting of four (4) members, one from each shift in the Virginia plant and one from the College Park plant, and any other the Chairperson feels necessary;
  3. A Union Label Committee, consisting of three (3) members from each plant
  4. A New Member Committee, consisting of three (3) members;
  5. A Finance Committee consisting of three (3) members.
  6. An election committee, consisting of three (3) members, none of whom shall be a candidate for any other office.

The Committee Member receiving the most votes in the annual Chapel election shall be the Chairperson of that Committee. Members of committees failing to attend to assigned duties shall be disciplined by the Chapel Chairperson or removed from office. The Chapel Chairperson shall appoint a replacement to fill any vacancy that may arise during a term of office. There shall be a meeting at least once a month held by each committee. The report of the committee shall be submitted to the Chapel Chairperson before the monthly chapel meeting.

Duties of Committees

It shall be the duty of Chapel Officers and Committee Members to encourage the active participation of all Members of the Chapel in the affairs of the Union and the Committees.

  1. The Laws Committee shall keep a record of any changes made to Chapel Law during it's term. The committee shall research the legality of proposed changes and make its findings known to the Chapel. Changes to Chapel Law shall require a referendum vote.

    Said referenda shall be conducted in the same manner as chapel elections. Proposed changes shall be posted for the same period as nominations for chapel office.

    Proposed changes to Chapel Law shall not go to Committee without a majority vote of hand counts tallied from all Chapel Meetings.

    Changes to Chapel Law shall be adopted with a two-thirds majority of the referendum vote. The Committee shall keep any and all changes in Chapel Law posted in all plants until the end of its term, at which time the Committee shall publish new Chapel Laws, if necessary.

  2. The Safety and Sanitation Committee shall keep a log of all safety violations and alleged violations brought to its attention by the Chapel. The Committee shall chose from itself representatives to attend plant safety meetings in all plants. The Committee shall seek authorization from the Chapel Chairperson to forward any unresolved issues to appropriate Local, State and Federal authorities.

  3. The Union Label Committee shall be responsible for posting and updating a list of local, regional, national, and international sources for Union Label products and services, as defined by the AFL/CIO. The committee shall also build and maintain a list of resources of information about Union Label products and services. The committee shall consult with the Local to provide a Union Label for the chapel when necessary.

  4. The New Member Committee shall be responsible for assisting the Chairperson in welcoming all New Members into the Union and the Chapel. To this purpose, the Committee shall create and keep current a New Member Brochure, for all new and potential members. The brochure should contain information from and about the AFL/CIO, the International, the Sector, the Local, and the Chapel.

  5. The Finance Committee shall monitor the assets and expenses of the Chapel, and conduct a monthly audit of the report of the Secretary-Treasurer. The Secretary-Treasurer shall make available all information necessary for this audit. At least two of the three members shall counter sign the report of the secretary.

  6. The election Committee shall provide the members of the chapel with the proper ballots for any election or referendum.

    The ballot box shall be locked at the beginning of the balloting, and the box slot sealed when a committee member is not actively canvassing.

    The ballots shall be tabulated when all three (3) members are present.

    In case of absence of one or more members, the Chapel Chairperson will appoint temporary substitutes, none of whom shall be a candidate for any other office.

    Keys to the ballot box will be given only to the member actively canvassing. A secure location shall be provided to store the ballot box.

    It shall be the duty of the committee to make certain that all members receive sufficient notice of the ballot on all shifts and days and nights off.

Chapel Nominations and Elections

Nominations for the chapel offices shall be opened at the April chapel meetings, and closed after the last April chapel meeting. Nominations shall be posted in all plants within 48 hours of the closing of nominations. Nominees shall have two weeks from the close of nominations to decline.

The canvas shall be held five weeks after the close of nominations.
The election committee shall prepare for the canvas in the following manner:

  • The committee shall compile a list of all members eligible to vote. One ballot shall be printed for each member.

  • Sample ballots shall be posted and absentee ballots mailed no later than three weeks after the close of nominations.

  • The Secretary shall mail absentee ballots to members who are out on 90-day leave, A&S, Workmen's Compensation not scheduled to work, scheduled to work in College Park, or on vacation, with ample time to conform to the Constitution and Bylaws of Washington Mailer's Union Number 29, CWA Local 14201.

  • Absentee ballots not received by the close of balloting must be postmarked five days prior to the canvas to be included in the total.

  • Balloting shall not begin more than one half hour before the beginning of the first shift, nor continue beyond the end of coffee break on the third shift.

  • It is the responsibility of every member who receives a ballot to return that ballot to the polling place designated by the election committee.

  • Write-in votes for members not nominated for office shall not be counted.

  • The candidate receiving the majority of the votes for any one office shall be declared elected.

  • In the event of a lack of majority by a candidate, the two with the greatest number of votes cast shall participate in a run-off election to be held two (2) weeks after the original ballot.

  • Absentee ballots for a runoff election shall be mailed within 48 hours of the canvas.

  • The member receiving the majority in such run-off shall be declared elected.

Dues and Assessments

On the first day of the month all dues and assessments for the preceding month are due and payable. The last day to be payable within the chapel is the tenth (10th) of the month. No officer or Chairperson shall accept dues from any member after the 10th of the month.

Chapel Dues

Chapel dues shall be collected at the rate of $1.00 per week for the general Chapel Fund and $1.00 per week for the Welfare Fund.

At the end of each twelve month period the Secretary-Treasurer shall refund $12.00 to each of those members not required to contribute to the I.T.U. Mortuary Fund.

The following expenditures will be authorized from the chapel fund:

  1. The Chairperson's minimum card shall be paid.

  2. The chapel secretary's minimum card shall be paid.

  3. The vice Chairperson days' card shall be paid to half of its minimum.

  4. The Secretary-Treasurer and members of the Election Committee shall receive one day's pay at the top Mailer scale for each election or referendum held.

  5. Funeral sprays or memorials in the event of death in a member's immediate family. (Immediate family defined as wife, son, daughter, mother, father, mother-in-law, father-in-law.).

  6. Flowers or fruit baskets for members out of work for serious illness or injury, or in other circumstances at the discretion of the Chairman and Secretary-Treasurer.

  7. A three hundred dollar retirement gift for each retiree from the chapel.

  8. Or for such purposes as may be adopted at a regular chapel meeting, provided that they:

    1. are not in conflict with Local or International Law.

    2. are not to include payments to solicitations and collections.

    3. are not to be approved without a majority vote of hand counts from all shifts

    4. are specifically intended to promote the business of the union.

Welfare Fund Payments of $750 shall be authorized in any circumstance which meets all of the following criteria:

  1. The one-time Welfare Fund benefit shall be $750.

  2. The beneficiary shall be a member in good standing of the union.

  3. The member shall have been out of work on A&S for at least six weeks.

  4. A period of twelve months shall have elapsed since the member last received a Welfare Fund payment.

  5. No member shall receive any additional funds for said injury or illness.

Chapel Meetings

Every member shall attend chapel meetings when they are called if present in the office at the time of the meetings. The Chairperson may excuse members from attending meetings. Chapel meetings shall be held once a month.

Special Chapel Meetings

In the event that chapel business requiring the attention of all shifts should fail to be brought in front of any shift's monthly chapel meeting (e.g. nominations for chapel offices or motions requiring majority approval or referendum ballot), a Special Chapel Meeting shall be held on all shifts affected, for the exclusive purpose of attending to said business.

The Chapel shall honor the posted request, signed by three members in good standing, for a Special Chapel Meeting, to be held for the exclusive purpose stated in the posting. The three members requesting the special meeting must be present at said meeting.

Priority Standing

The chapel shall establish a system for registering and recording priority standing of members in the chapel. This priority board shall be conspicuously posted in a place within the chapel, accessible to members at all times. This shall be kept up to date. The priority standing of a member shall stand as recorded.

Chapel Business

Any member of the Washington Post Chapel shall not reveal to anyone not a member of Mailers Union No. 29 I.T.U., C.W.A. Local 14201 the business transacted at the meetings.

Overtime

Overtime shall be distributed in an equitable manner. Overtime shall be conspicuously posted in a place within the chapel.

Sickness

Journeymen shall give two hours notice before the starting time of their shift.

Control of Work

Establishing or maintaining situations composed of less than 35 hours is prohibited. Laying off a situation holder and employment of another journeyman as extra to perform work which the situation holder's priority and competence entitled him is prohibited.

Chapel Rules

Any infraction of the following rules will be subject to a $10.00 fine according to Article IV. Section 7, of the By-Laws of the Publishing, Printing and Media Workers Sector of the C.W.A.

  1. Conduct unbecoming of a union member.

  2. Action detrimental to contractual provisions.

  3. Any member present in the chapel during chapel meeting and not attending.

  4. It shall be in conflict and violation of the chapel laws for any member to jump or cross any moving conveyor belt or other machinery that may endanger the physical being of such member, or to operate machinery without proper safety equipment in place.
